WebM is what browsers produce. Anything recorded with a browser based screen recorder, most Chrome extensions, and a lot of web apps comes out as WebM because that is the format the recording API supports everywhere. It is a perfectly good container. It is just not the one the rest of your workflow speaks.
Premiere and Final Cut will not import it without a plugin. iPhones will not play it. Uploading it to some platforms silently degrades it. MP4 with H.264 video and AAC audio is the format everything accepts, which is exactly what this tool produces.

No. The video encoder is compiled to WebAssembly and runs inside this browser tab, so your file is read from your disk, processed by your CPU, and saved back to your downloads folder. There is no upload endpoint. You can confirm it by opening your browser devtools network tab, or by disconnecting from the internet once the page has loaded.
No to both. There is no watermark, no clip limit, and no daily quota, because there is no server cost for us to recover. Convert as many files as you like.
Roughly real time to a few times faster than real time, depending on your machine and the quality setting. A one minute clip is typically well under a minute. The first run also downloads the encoder, which adds a few seconds once.
Converting between formats means re-encoding, so there is always some loss in principle. At the High setting it is not something you will see. Balanced is visually very close on normal footage. Small deliberately trades detail for size.
The tool holds your file in browser memory, so it is capped at 600 MB. That covers most screen recordings and phone clips. For anything larger, trim it down first or use a desktop encoder.
